Raiders Sign Cornerback Perry Carter

Cornerback Perry Carter, who played mostly on special teams in three games with the Kansas City Chiefs last season, was signed by the Oakland Raiders. He replaces linebacker Rob Fredrickson on the roster. Fredrickson dislocated his right shoulder two weeks ago and was recently declared out for the season after having rotator cuff surgery.
