Clinton Names Ruff White House Counsel

President Clinton named former Watergate prosecutor Charles F. C. Ruff to replace Jack Quinn as White House counsel, the administration’s top legal trouble-shooter. Quinn surprised Clinton late last year by resigning, saying he needed to make more money for his family. As the White House’s lead attorney, Quinn coordinated the administration’s response to Clinton’s growing legal problems and oversaw the many legal issues that cross the president’s desk. Ruff will be the fifth person to assume the job.
