The state Department of Insurance took over San Diego-based Golden Eagle Insurance Co., the state’s third-largest provider of workers’ compensation insurance, after regulators claimed the company tried to cover up a $138.5-million shortfall in its cash reserves. Milan Panic, the controversial head of ICN Pharmaceuticals Inc. of Costa Mesa, is stepping down as president but will remain chairman and CEO. . . .
