4 Men to Be Honored for Rescue of Youth

Nearly a year after a Newbury Park teen was electrocuted while rappelling from an electrical tower atop the Conejo Grade, four men involved in his rescue will receive awards for their work.

At an awards luncheon Friday, the Ventura County Fire Department will honor Scott Hall, Tom Lapp, Bob Martinez and Dave Pumphrey.

All took part in the March 11, 1996, rescue of 17-year-old Mike Halsell, who eventually died from his injuries.

Lapp and Martinez, both Southern California Edison employees, will receive Life Saving awards.

County fire personnel Hall and Pumphrey will receive Meritorious Service awards.

The Fire Department will also honor eight other firefighters and personnel at the luncheon.

Fire Capts. Steve Noblett and Rod Megli and Firefighter Mike Milkovich will receive Firefighter of the Year awards.

Fiscal assistant Ernie Griego, dispatcher Charles Carranza, fire prevention officer Wayne Maynard, senior mechanic foreman Roland Brown and hazardous materials officer Steve Baker will be honored as employees of the year.

The ceremony is scheduled to begin at noon at Spanish Hills Country Club, 999 Crestview Ave., Camarillo.
