Proposals on Panhandling

* Re “Strategies That Work to Curb Panhandling,” Feb. 9, and “Ban Proposed on ‘Abusive’ Panhandling,” Jan. 29.

Panhandlers who intimidate pedestrians are bad for business, especially in areas that attract tourists. Los Angeles is just beginning to recover from the recession and businesses need City Hall’s support. This [proposed] law proves that Mayor Richard Riordan is trying to make City Hall a friend to the business community. I hope the City Council understands that stopping rude, intimidating and threatening behavior on our streets will be a huge help to business owners throughout Los Angeles. I support Riordan’s proposal to fight abusive panhandling in the city.

* It’s hard to say no, . . . whether it’s to our children, our friends or others. But sometimes we must. It’s time to say no to abusive panhandling. Of course, there are people who have problems. As a society we must find solutions. The government and private charities must offer alternatives. Standing on a corner is not a solution for anyone.

This proposed ordinance was drafted by a leading constitutional expert to ensure that it does not violate free speech provisions of the Constitution. It would be an important tool for police officials, who would have the discretion to use it as necessary. This ordinance would not outlaw all panhandling; it would only outlaw abusive panhandling.
