Alcohol Sales Curbs Continue in Los Rios

The City Council this week extended a moratorium on permits for the sale of alcohol in the Los Rios Historic District.

The council voted unanimously, with Councilman Gil Jones abstaining, to adopt the ordinance that will extend the ban 22 1/2 months to allow adequate time to study the effect of additional permits in the district.

The interim ordinance the council adopted in February was scheduled to expire April 4.

In recent months, the council has expressed concern about the development-and-use plan in the historic district. A restaurant that serves alcohol has moved in, and plans were approved last month for a tea house to move into a board-and-batten structure and serve wine and champagne. Those two establishments will not be affected by the moratorium.

In recommending the moratorium, city staff said it was concerned that the “residential character and social fabric of this neighborhood are maintained,” said a report by Planning Director Thomas Tomlinson.

Tomlinson said the staff will use outside consultants to conduct a planning study of the Los Rios Historic District, which he anticipated will cost $35,000 to $50,000 and be completed within the scope of the moratorium.
