The observation deck at New York’s World Trade Center is to reopen Monday as a new “Top of the World” attraction. Designed by La Crescenta-based Dellmont Leisure, it features a 50-building model of Manhattan, a simulated helicopter ride over the city and a nightly light show. Adult admission is $10. . . . Drivers heading out for the Easter holiday will run into the highest gas prices in 16 years for this time of year, says the American Automobile Assn. Average prices for regular unleaded gasoline are up 9.1 cents nationally (to $1.27) and 11.7 cents in the West (to $1.37) over last year.
