2 Men Accused of Insurance Fraud
Police arrested a chiropractor and an Oxnard man Tuesday on suspicion that they participated in illegal patient referrals, a practice commonly referred to as “capping.”
The district attorney’s office charged Rufo Tuazon, 73, with illegally receiving money for referring six patients to chiropractor Robert Montoya, 43, who was charged with paying money for the referrals. Both suspects were arrested without incident at their places of business in Oxnard and Camarillo and will be prosecuted by the district attorney’s Auto Insurance Fraud Unit.
Police didn’t release details about Tuazon’s occupation.
Six years ago, California lawmakers increased the penalty for such illegal referrals from a misdemeanor to a felony.
