San Diego’s Bid for Aqueduct Use

Portraying the proposed deal between the Metropolitan Water District and San Diego County Water Authority as a “wicked water war” that focuses on making money (Capitol Journal, May 19) incorrectly defines the real issue. The San Diego proposal calls for long-term, exclusive capacity rights within the MWD’s Colorado River Aqueduct for the San Diego area. Honoring its fiduciary responsibility and accountability to all of its member agencies, the MWD has indicated that the proposal will lead to a substantial water-rate increase for other MWD member agencies in Orange, Riverside, Ventura and Los Angeles counties, by shifting the costs of the MWD’s vast and integrated water distribution system.

Our partnership with the MWD and the other member agencies is committed to a fair and equitable water transfer agreement with San Diego that results in no harm to Southern California’s water reliability, water quality and economy. If the proposed deal goes through without ensuring that San Diego pays the full price for its usage of the MWD system, we will all lose. On behalf of the Calleguas Municipal Water District, I want to clearly express that Ventura County’s residents, businesses and agricultural community have no intention of subsidizing growth in San Diego.
