Bonn became the first government to declare a suspension of contacts with Bosnia's envoys abroad after a recommendation made by the international community's high representative in Bosnia-Herzegovina, Carlos Westendorp. "As [of Saturday], there has been an official freezing of contacts," German Foreign Minister Klaus Kinkel said in a statement. Bosnia's factions have not yet settled differences over how ambassadorial posts should be divided among Serbs, Croats, Muslims and others.
