2 Accused of Spying on Meeting Placed on Leave

City officials have placed two employees accused of spying on a police union meeting on paid administrative leave, officials said.

Auditor Crystal Alexander and General Services Officer Bill Bollinger were placed on leave by City Manager Paul Connolly until the end of the week, when city officials plan to meet with them, Connolly said. Their future employment with the city is uncertain.

The two employees, along with former Information Services Director Rick Garcia, were discovered watching a police union meeting in February in a nearby video control room. The three denied that they were spying and said that they were learning to use the equipment. Garcia was arrested on conflict of interest allegations unrelated to the alleged spying in April and was later fired.

The district attorney’s office investigated the spying matter and decided not to prosecute.
