High Hopes: After he wins confirmation from the City Council today, as expected, LAPD chief-to-be Bernard C. Parks will likely make his first community appearance this evening in Studio City. “We’re hoping that this will be the first day of a long, happy dialogue between the two organizations--his and ours,” said Genny Incaudo, a Studio City Residents Assn. board member. “We’ve been cut off from downtown and we’ve been feeling distant. This could be a big step forward.”
