Navy Official Cited on Morals Charge
Capt. Michael W. John, chief spokesman for Secretary of the Navy John H. Dalton, was arrested in Annapolis last weekend for allegedly soliciting an undercover male police officer to have sex. Police arrested John near an adult video and bookstore that has been the target of a two-week vice squad operation. John, 43, was charged with two misdemeanor counts of solicitation that together carry a maximum penalty of two years in jail and a $1,000 fine. John guided the U.S. Naval Academy through a storm of bad publicity surrounding a 1992 cheating scandal and headed public affairs for the Bureau of Navy Personnel. .
