Car Insurance Rates

My car insurance just went up by $400 a year. Thanks to the newly mandated rate system, people who act responsibly and live with others who also do have to subsidize those who won’t. As long as there are no monopolies or other price fixing, what’s wrong with letting market forces set the rates?
