1998 is to mark a new era of competition in California’s electricity market. But you probably won’t see a lot of small businesses--many of which remain in the dark about the changes--switching suppliers. Environmentalists may be pleased with the recent global-warming accord reached in Japan, but look for opposition from small-business advocates who claim most of the burden will fall on the nation’s little guys.
