2 Men Are Arrested on Heroin Charges

A police raid on an El Rio home has led to the arrest of two Oxnard men on suspicion of selling tar heroin after a monthlong narcotics investigation, authorities said Friday.

Jose Angel Ruiz, 23, and Filiberto Cazares-Sazueto, 28, were booked into the Ventura County Jail after Thursday’s raid at a house in the 3400 block of MinnaStreet, Sgt. Timothy Combs said.

“We didn’t recover any drugs during the search,” he said. “During the course of the investigation we used police operatives and made buys at the location.”

In addition, police discovered Ruiz is a convicted sex offender who failed to register with authorities as required by state law. He is being held on $20,000 bail.

Cazares-Sazueto, who police say violated the terms of his parole for a previous offense, is being held without bail.

Police suspect the pair were street-level dealers and the bust is unlikely to affect the availability of heroin on Oxnard’s streets.

The bust came the same day as a new report was released that said Ventura County has one of the fastest-growing heroin problems in the state.
