U.S. May Block Presidential Vote

The United States suggested that it might block Bosnian Serb presidential elections that could unseat Biljana Plavsic, a Western-backed rival to indicted wartime leader Radovan Karadzic. “We have serious questions about the idea of presidential elections, including . . . about the legality of such elections,” Robert Gelbard, the chief U.S. envoy to Bosnia, said after meeting with Plavsic. “We will continue to study that,” added Gelbard, who met with Plavsic in Banja Luka, her northern stronghold. His comments were the first public sign of U.S. concern about the planned elections in December.
