The standoff between police and Shirley Allen, a 51-year-old widow, resisting orders to undergo a psychiatric examination ended its 23rd day, police said. “She is mobile and physically OK but has not come out of the house and that is what we are waiting for so we can apprehend her and get her to a hospital,” an Illinois State Police spokesman said. The situation began Sept. 22 in Roby, a small town near Springfield, when Christian County sheriff’s deputies and a family member tried to serve her court-ordered commitment papers for a psychiatric exam.
