After years of investigation and after spending millions of dollars of taxpayer money, Kenneth W. Starr has finally come to the first definite conclusion in his years as independent counsel. White House advisor Vincent Foster committed suicide as originally reported, and there was no unsavory involvement by President Clinton (Oct. 11).

The independent counsel program has, in the past, proved very costly and time-consuming. Why not do away with this useless and expensive farce first instituted in 1974? Make Congress again bite the bullet and assume its proper responsibility. This would help rationalize its recent pay raises.
