City Council Approves ‘Drug-Free Zone’ Effort

Declaring itself a “drug-free zone,” Laguna Beach launched a war against drug and alcohol abuse Tuesday night by endorsing a prevention program for youngsters.
The program will include an “I Am Bored And Have Nothing To Do” hotline to direct youth to wholesome activities.
To strengthen the program, the city will sponsor a Pro-Youth and Drug Awareness Town Meeting Oct. 13. City Councilman Steve Dicterow, who proposed the program, will host the meeting.
Dicterow, urging his colleagues to serve as role models, suggested they sign pledges that they would not abuse drugs or alcohol. Most said they would sign a pledge.
Councilman Wayne J. Baglin declined, saying such vows should be made individually after introspection, and not by using an “artificial device” such as signing a public pledge.
