* Borland International Inc. paid Chairman and Chief Executive Delbert Yocam $7.82 million last year as he helped boost the company’s stock price and report profits in recent quarters. Yocam, 54, a former Apple Computer Inc. executive, received $110,769 in salary, a signing bonus of $3.86 million and a $3.85-million payment mainly to help him buy a house, according to the Scotts Valley-based company’s annual proxy filing with the Securities and Exchange Commission. He also received 1.1 million stock options that may be worth $9.62 million after 10 years, assuming the stock’s price rises 10% annually.
