New Bill Permits Double Audit System
A bill signed by the governor this week will allow a non-elected auditor to conduct internal audits, a safety precaution instated by the Orange County Board of Supervisors.
The legislation basically formalizes the current system in Orange County, whereby the elected auditor-controller, who does not report to the supervisors, performs some audits, while an appointed auditor conducts others and reports directly to the board.
“It’s been very, very effective, so we want to continue it,” said Supervisor Charles V. Smith. “We don’t want to replace the elected auditor, but we want to know some of the inefficiencies within our internal departments.”
The bill was sponsored by Assemblyman Dick Ackerman (R-Fullerton).
