Lake Forest City Council

* FRUIT FLY: A special meeting has been called so the council can be briefed by federal, state and county officials on the status of the Mediterranean fruit fly and proposed eradication measures.

A quarantine zone was declared Thursday around Lake Forest and parts of Laguna Hills because of recent medfly discoveries.

Mission Viejo Planning Commission

* MASSAGE CENTER: A public hearing is scheduled to consider granting a conditional use permit for a 12,000-square-foot spa and massage parlor at the Kaleidoscope retail center on Crown Valley Parkway.

The spa would employ up to 60 masseuses who would offer massages, skin care, facials and spa treatment. Petitioner Burke Williams Inc. operates spas in Hollywood and Santa Monica. Though city staff drafted proposals for approval and denial, they recommend denying the permit.

Dana Point City Council

* HEADLANDS: A developer has offered a compromise of his plan for the Dana Point Headlands. The council will decide tonight whether to consider it. The significant remaining difference is the location of a resort hotel.

The council also will consider a resolution that would waive permit fees for neighborhood block parties in the city.

Huntington Beach City Council

* BIG BUDGET: Council members will meet for a workshop on the $213-million budget proposed for the 1998-99 fiscal year.

The document shows a 1% increase over last year’s $211-million budget, which reflects new contracts reached with some city employees and repairs to sewers and roads.
