Residents Get Chance to Pipe Up on Noise

Valley residents who are fed up with the noise of yapping dogs and aircraft can voice their concerns at a public hearing Friday.

Excessive noise will be the topic of a new Los Angeles Noise Element at the public information session and hearing.

The city document addresses regulations, strategies and programs aimed at dealing with noise pollution in Los Angeles. It also differentiates among federal, state and city jurisdictions regarding rail, automotive, aircraft and nuisance noise. The report does not set forth any new regulations and standards, but describes noise management programs as they relate to Los Angeles, said city planner Anne V. Howell.

A 1971 state law mandates that such information be included as part of a general city plan, along with comprehensive noise ordinances. The revised noise report updates the 1975 Noise Plan by including noise sources, mitigation strategies and regulations created after that plan.

A large portion of the 80-page document details regulations dealing with Los Angeles airports, including the Van Nuys and the Burbank-Glendale-Pasadena locations.

Howell said she will prepare a report for the Los Angeles Planning Commission concerning the testimony given at Friday’s public hearing.

The public meeting begins at 3 p.m. with an information session, followed at 3:30 with the public hearing, at the Sherman Oaks Woman’s Club, 4808 Kester Ave.
