The City Council’s recent approval of a plan detailing what can be built on the former trailer park known as Treasure Island has led the South Laguna Civic Assn. to collect signatures calling for a special election on the controversial project. The opponents have collected nearly 1,000 signatures, but they need 600 more, or 10% of the district’s 1,600 registered voters, to call a special election, according to Michael Beanan, South Laguna Civic Assn. vice president. The 30-acre redevelopment plan on prime, ocean-front property calls for 18 single-family homes, public access to the beach, a public recreation area and other amenities. It will also include a luxury hotel, which officials said will generate $2 million in city revenue each year.
