Ray A. Fletcher; 22-Year Harbor Commissioner

Ray A. Fletcher, a retired five-term Oxnard harbor commissioner who twice served as board president, died of cancer Jan. 30. He was 84.

Born Jan. 7, 1914, in Council Bluffs, Iowa, Fletcher retired from the Navy as a lieutenant after the Korean War. During World War II, he served in the Atlantic and Pacific theaters.

A Ventura County resident for 43 years, Fletcher retired from the Oxnard-Port of Hueneme Harbor Commission Aug. 30, 1996, after 22 years of service. He also owned and operated Channel Islands Harbor School of Sailing and Navigation for many years.

He taught adult education classes on sailing and navigation in Thousand Oaks and Oxnard, and he was a freelance writer for sailing publications such as Sailing and Yachting.

He loved playing the organ and enjoyed golf and chess. He also was a Catholic Eucharistic minister.

Fletcher is survived by his wife, Frances, of Oxnard; his son Bruce, of Missouri; and three granddaughters.

A rosary will be said at 7 p.m. Tuesday at the James A. Reardon Chapel, 511 North A St., Oxnard. Mass will be at 9:30 a.m. Wednesday at Santa Clara Catholic Church in Oxnard, and burial will follow at Santa Clara Catholic Cemetery, also in Oxnard.
