The Small Business Administration opened offices in Costa Mesa, Laguna Beach, Laguna Hills and Huntington Beach to help victims of the Dec. 6 storm, which caused flooding damage countywide.

Loan officers in Orange County processed at least 20 applications. Four have been approved so far for $35,000 each, said Herb Johnson, an SBA spokesman in Sacramento.
