Planners to Hold Hearing on Proposed Development

Opponents of a proposed 38-story office building are gearing up to present their concerns to the city Planning Commission, neighbors of the development site said Tuesday.

The Planning Commission will hear comments from the public Thursday on Constellation Place, a 791,000-square-foot development proposed for the corner of Century Park West and Constellation Boulevard.

Opponents contend that a new traffic mitigation system proposed by the developer has not yet been proved effective in high-density traffic areas such as Century City.

The developer, AP Properties/JMB Realty Corp., wants to use an Adaptive Traffic Control System to monitor traffic flow at 73 area intersections, said Cindy Starrett, the developer’s attorney.

The computerized system, to be financed by the developer and operated by the city, monitors traffic using sensors in roadways and can quickly reprogram signal lights to allow better traffic flow.

“I don’t accept . . . that this system is going to work fresh out of the box,” said Mike Eveloff, who lives on a street adjacent to the project site.

Eveloff said he and other residents will speak Thursday about their concerns about the development’s size and potential for creating noise and pollution.

The Planning Commission will meet at 9:30 a.m. in the City Council Chambers, City Hall, 200 N. Spring St.
