Public’s Help Sought in Finding Fugitives

Ventura County Sheriff’s Department investigators are asking the public for help in locating five fugitives wanted in connection with crimes ranging from felony possession of drugs to assault with a deadly weapon.

Gustavo Ortiz Delgado, 28, is wanted in connection with an assault with a deadly weapon charge filed in August. He also is wanted for failure to appear on a charge of felony drunk driving, sheriff’s officials said.

Delgado, whose last known address was 11141 Los Angeles Ave. in Saticoy, has accumulated four misdemeanor DUI arrests within the past seven years, making his latest drunk-driving charge a felony, officials said. He is described as 5 feet, 5 inches and 150 pounds with black hair and brown eyes. Delgado also has used the name Gustavo Delgado Ortiz.

Authorities also are searching for Roxanne Olivares Lorona, 23, on charges of possession of dangerous drugs, being under the influence of dangerous drugs, and failure to appear for a scheduled court appearance.

Olivares, who sometimes goes by the name Roxanne Lorona Olivares and claims to be homeless, is 5 feet 7 and 140 pounds with brown eyes and brown hair. She has a tattoo of a heart surrounded by the words “Raymond & Roxanne” on her back and another tattoo of three dots on her left wrist.

Debra Jean James, 42, also is wanted on drug possession charges and for allegedly being under the influence of dangerous drugs, officials said. James, an unemployed former office manager who has lived on Channel Drive in Ventura and in the city of Atascadero, is described as 5 feet 5 and 105 pounds with blond hair and green eyes. She has a tattoo of Tinkerbell on her left foot. James has also gone by the alias Debra Jean Rhodes.

Authorities are seeking 44-year-old Librado Lopez Munguia for failure to appear on a charge of selling a controlled substance. Munguia, also known as Librado Munguia Lopez, is described as 5 feet 5 and 150 pounds with black hair and brown eyes. He has scars by his right eye, according to authorities. Munguia’s last-known address was 2651 Eucalyptus Drive in Oxnard.

Andres Alonso Armenta, 33, failed to appear in court on an October 1996 charge of drunk driving, prompting authorities to issue a warrant for his arrest last February. Like Delgado, Armenta has four misdemeanor DUI arrests, making the latest charge a felony. He is described as 5 feet 7 and 130 pounds with black hair and brown eyes.

Armenta, whose last-known address was in the 1600 block of Woodland Street in Oxnard, has been employed in the past as a shipping/receiving clerk in the Newbury Park area.
