New Recycling, Trash System Starts in 1999

Residents will see a new recycling and trash collection system in the city beginning in January, along with higher fees.

The City Council on Tuesday approved the long-awaited changes, which will raise monthly fees from $9.92 to $11.08 per household.

Officials are hoping the new system--which will use separate carts for trash, general recycling and “green waste” (lawn and other yard clippings)--will help the city move closer to state-mandated recycling goals.

“This will be a tremendous shot in the arm for our program,” said Mike Byrne, the city management analyst who worked on the plan. “In particular, the [state] looks at keeping the green waste out of landfills and this will do that.”

Residents will also be able to recycle mixed paper, such as cereal boxes and magazines, under the new plan, Byrne said.

The city’s contracted trash collector, Waste Management of Orange County, will implement the new program from January through March 1999, Byrne said.

Households will have a choice of 35-, 64- or 96-gallon trash carts, and may still place an unlimited number of trash bags for curbside collection, Byrne said.
