Anaheim City Council

* AMBULANCE SERVICE: The council will consider entering into negotiations with Care Ambulance Service Inc. to develop the city’s first formal contract for emergency transportation services. Five private ambulance companies, including Anaheim’s current provider, American Medical Response, submitted proposals. Care Ambulance received the highest scores and was the unanimous choice among independent panel members selected to evaluate proposals.

Orange City Council

* HISTORIC CHANGES: In a decision that could add more definition to Old Towne design standards, the council will hold a public hearing for Ralph Zehner, who wants to build apartment units in his single-family neighborhood on East Culver Avenue.

The plan has been rejected by the Design Review Board and the Planning Commission. Preservationists argue that approval would set a precedent that could eventually destroy the mile-square historic district, which now has a listing on the National Register of Historic Places.

Zehner contends that his plan meets zoning requirements and that its denial would be a blow to property rights throughout the city.

Saddleback Valley Unified School District

* PROPOSITION 227: Board members will consider seeking a waiver from the California Department of Education to continue the two-way language immersion program at Gates Elementary School. The program, which teaches Spanish- and English-speaking students together, could be at risk after the passage last week of Proposition 227, designed to dismantle bilingual education statewide.

Tustin Unified School District Board of Education

* CURRICULUM STANDARDS: The school board will consider plans to identify what students should know and be able to do at each grade level. A district committee began researching the subject in January after the state Board of Education adopted the K-12 Reading/Language Arts and Mathematics Content Standards, which outlined minimum standards for all students. The Tustin committee has customized them to meet the needs of the district. Officials said the standards were not lowered from the state mandate but in some cases were enhanced or clarified.
