Re “Stranded Horse Rescued from Tujunga Wash Gets Copter Ride to Safety,” Feb. 25.

Who pays for the cost of emergency crew operations? Who made the decision for an expensive operation that may not have been necessary? During tax season we all need to ponder the costs of personal responsibility. I get annoyed at seeing the smiling faces of people who have been saved by county workers. I know it is difficult to judge; accident or unreasonable risk-taking? But if there is a body that can make this decision, people found to require or demand costly emergency services should pay for them. Cash, credit card, or garnisheed wages; take your pick.
