In a victory for the city’s auto dealers, City Council members this week narrowly voted to prepare a detailed landscape plan for medians along Beach Boulevard.

The Auto Dealers Assn. had counted 31 medians between Edinger and Adams avenues that either lack landscaping or need to be repaired. They are concerned about the unkempt look of Beach because it is one of the most heavily traveled streets in the city and vital to their businesses, city officials said.

The landscaping and other repairs would cost about $1.1 million, according to the Public Works Department. A design plan for the medians would cost about $75,000.

Some council members objected to spending so much on a design study when the city has no idea how it will find the money to build it. Cracking streets should be the priority, they added. But others said it would be easier to find grant sources for the project if they have a plan in place, and the idea passed with a 4-3 vote.

Councilmen Tom Harman and Dave Sullivan and Mayor Shirley S. Dettloff voted against the plan.
