* The 16th annual San Francisco Jazz Festival, Oct. 29-Nov. 8, presents concerts, club shows, jazz cruises, dance parties, free educational events and exhibits at venues all over town. * Produced by the same group as the 6-year-old Art Chicago (Thomas Blackman Associates, Inc.), the San Francisco International Art Exhibition makes its debut this weekend, Oct. 2-4, at the Fort Mason Center in the Herbst and Festival pavilions. The juried exposition will present art work in all media from 100 contemporary and modern artists, including John Baldessari, Jean-Michel Basquiat, Richard Diebenkorn, Cindy Sherman and Andy Warhol.
