Police negotiators talked an assault suspect holed up in his home into surrendering safely Tuesday night, authorities said.

Officers responded at 4:10 p.m. to 359 Aster St. after neighbors reported that Jeffrey Cecil Todd, 36, assaulted a neighbor and his dog with a knife. No one was injured in the scuffle.

When officers arrived at the home, Todd ran inside, police said. Officers attempted to persuade the suspect to leave his home, but he refused, police said.
