LAPD Working Conditions

Recently I had to go into the West Valley Division of the Los Angeles Police Department. I had some business to conduct.
I could not believe the conditions under which these people are working.
The lighting is 40 years old. It is neither cost-effective nor energy efficient. It was necessary to make an office out of a restroom because they lacked space.
Perhaps these conditions exist because very few people ever go into the stations. I wonder how many other divisions are working under such poor conditions?
I would think the public might be interested in an in-depth study of such conditions. It would make good reading in the paper. Also, it might help improve the conditions in the stations.
I have read that the council members have plenty of money to decorate their own offices. Is this really necessary? They work for the people. They don’t need luxury suites to conduct the business of the city.
