Capitalism in Russia

Re “Crooked Capitalism,” your Sept. 20-23 series on post-Soviet corruption: Contrary to what your writers believe, Russia is not a “capitalist” country. The mere absence of Communist controls does not equal capitalism.
The essence of capitalism is the complete separation of the government and economics, based on the principle that the purpose of government is the protection of individual rights. In Russia, the government still runs the economy and has the power and purse strings that allow for massive corruption. In a free economy, the marketplace makes private corruption unprofitable. A mixed economy, including whatever passes for a system is Russia today, invites corruption.
