Two more fast-food restaurants might go up on El Toro Road as part of the city’s redevelopment project, although the Planning Commission won’t vote on the proposal for several weeks. Applications have been submitted to build adjacent Kentucky Fried Chicken and Taco Bell restaurants in Saddleback Valley Plaza. There are already seven drive-thru restaurants in sight of one another on El Toro Road, and the commission has adopted project guidelines that discourage any new fast-food businesses there. To prevent a glut, the commission said any new fast-food restaurants must be located away from the road and inside the plaza. But a KFC and Taco Bell representative said a more prominent position on El Toro Road is preferable.
