4 African Leaders Sign Pact on Congo

The presidents of four African countries meeting in Libya signed a peace agreement aimed at ending the civil war in Congo, the Libyan news agency reported. However, Congolese rebels were not part of the deal. The rebels have previously rejected any accords without their direct participation.
