The City Council is expected to review and approve a 1998-99 transition year budget and discuss a salary for council members at its meeting Wednesday. City Manager Leslie Keane also will ask the council to add an ordinance to the municipal code to adopt a major thoroughfare and bridge fee program. Other issues on the agenda are recruiting a city clerk and establishing a residential beautification awards program.
