The City Council tonight will discuss and possibly vote on joining the California Utility Buyers Joint Powers Authority, a new, statewide coalition of agencies that buys natural gas and electric power. The authority is still being formed but is expected to address such issues as street lighting, one of the city’s largest electrical expenses. Staff has recommended the city join the Sacramento-based organization. The council meets at 7:30 p.m. in chambers, 401 E. Chapman Ave.
