Re “Healthy Economy Leaves Surplus for Welfare,” April 20.

Because the very welcome decline in the need for social service program funding has resulted in a $7.3-million windfall for Ventura County, questions have been raised about how to spend the newfound wealth.

I suggest that a portion of it should be allocated to the Ventura County public libraries because often they are the first to feel financial cutbacks when times turn bad.

The library system is open to all regardless of race, gender, age or ethnic and religious background. Its vast resources of information supplement schooling and often provide late starters with a second chance to become well-educated, productive citizens and success stories for their families.
