* Mayor Richard Riordan’s budget proposal for $1 million for five millennium parties is a bad idea (April 22). This city doesn’t need thousands of people congregating in our parks on New Year’s Eve--not with the mixture of booze and the proliferation of guns in this town.

I have a better idea. Since this Dec. 31 is not the beginning of the 21st century anyway, why doesn’t the mayor invest this million and on Dec. 31, 2000, use the interest earned on a big extravaganza for the thousands of homeless people. It can be a catered affair. Use the principal for more shelters. It can start around 4 p.m. like he originally wanted. That way he can be proud to show the rest of the country that Los Angeles is actually doing something for its less fortunate.
