The Planning Commission voted Tuesday to create nine specific development standards that operators of large family day-care centers will have to meet to start their businesses. The old ordinance, Planning Division Manager Vern Jones said, gave a “false sense to the community” that the city has the power to decide arbitrarily which large family day-care centers may operate.
