Sheriff’s Deputies Seek Public’s Help in Locating 4 Fugitives

The Ventura County Sheriff’s Department is asking the public’s help in locating four people wanted for allegedly violating their probation. Arrest warrants have been issued in each case.

Steve Donald Douglas, 30, was convicted of illegally possessing narcotics, deputies said. Douglas last worked as a fisherman and lived at the Ventura Harbor. He is white, 5 feet 10, 155 pounds and has blond hair and blue eyes. He has a mermaid tattoo on his left arm and a scorpion on his right arm.

Kenneth Lewis Lemons, 38, was convicted of illegally possessing narcotics, burglary, driving under the influence of drugs or alcohol and failure to provide financial support for his family, deputies said. Lemons last lived in the 500 block of East Pleasant Valley Road in Oxnard. He is black, 6 feet 3, 230 pounds and has black hair and dark eyes.

Marisa Ruiz, 31, also known as Marisa Valdovinos and Nora Maria Solis, was convicted in 1998 of illegally possessing narcotics for sale, deputies said. Ruiz last lived in the 1800 block of Ferrara Way in Oxnard. She is Latina, 5 feet 2, 175 pounds and has black hair and brown eyes.

Tupufia Donald Welch, 21, also known as Tupufia Panapa, was convicted of domestic violence, hit-and-run and driving on a suspended license. He has failed to appear on another case of driving on a suspended license, deputies said.

Welch last lived in the 2000 block of Mariposa Street in Oxnard. He is Samoan, 6 feet, 225 pounds and has brown hair and brown eyes. His tattoos include and a joker on his back.
