Brea’s hills and wildlife are important resources, and city officials need to remember that when they map out the development of 4,700 acres north of the city, according to a report presented Tuesday to the City Council. But some council members were hesitant to endorse the entire report and vote on it without having more time to consider the guidelines.

The report, “Future Brea . . . Revisiting the Vision,” is based on a July 15 community meeting at which residents and developers discussed strategies for turning 4,700 acres of unincorporated county land into a massive commercial and residential development.
