INSIDE

Gabriel Valles of the Freeway Service Patrol attends to a stalled car on the westbound Santa Monica Freeway. The 8-year-old patrol consists of a fleet of 150 privately owned tow trucks that offer free service to vehicles stalled on Los Angeles freeways. Last year the little-publicized cooperative, which is funded by the California Highway Patrol, the state Department of Transportation and the Metropolitan Transportation Authority, assisted 350,000 drivers. And the concept has spread to other Southern California counties. G2
