A plan for the city’s water needs and provisions for replacing the 10 million gallons lost last year in a water tank rupture were released Monday. Work on the Water Master Plan began after the Sept. 21, 1998 incident in which the 32-year-old Hefley Square tank ruptured as the result of construction deficiencies. The plan updates requirements for the city’s potable water needs, which include drinking water, irrigation and fire protection. The city relies on water wells to provide 75% of its needs. The report identifies three potential tank storage sites. The sites are near the intersections of Hoover Street and Hazard Avenue; 23rd and Monroe streets; and Beach Boulevard at Edinger Avenue. The capital improvement program cost for the plan is set at $12 million.
