The Planning Commission approved a women’s substance abuse center on State College Boulevard by a vote of 4 to 2 on Monday. The center will provide a place for women to live with their children while recovering from drug and alcohol addictions. The approved proposal limits the number of occupants in the center to 44. The City Council will consider approval of the center at its Dec. 14 meeting.
