Developers will soon begin work on a commercial center featuring a large gym, retail stores and a fast-food restaurant near Portola Parkway and El Toro Road.

The Planning Commission approved the 53,050-square-foot development Thursday.

But Commissioner Peter Burrows questioned the need for another fast-food restaurant in the city.

The proposed Carl’s Jr. outlet would be the third in Lake Forest, company representatives said.

City officials said there are no limits on the number of fast-food franchises in the city.

The commission approved plans to build an L.A. Fitness gym and two retail buildings, but asked Carl’s Jr. to redesign a proposed playground outside the store.
